Senator Francis Escudero, co-chairman of the congressional oversight committee on automated elections, was the among the lawmakers most critical of the decision of Congress to fully automate the 2010 national and local elections. He was convinced that it was a wrong and dangerous move. He insisted that there should have been no deviation from the clear intent of the Automated Elections Systems law to limit the automated voting and counting to pilot areas รข€“ two provinces and two cities each in Luzon, Visayas and Mindanao. That is why he always seized the initiative in conducting hearings of the oversight committee on the preparations for the automated polls by Comelec and Smartmatic.
