Senate having difficulty forming panel for canvassing

The membership of the panel was agreed upon during a caucus held at the Senate before they opened the session to tackle the convening of the Senate and the House of Representatives this week to start the canvassing.

13 senators attended the caucus and they were Enrile, Zubiri, Biazon, Cayetano, Pimentel, Honasan, Angara, Revilla, president apparent Benigno “Noynoy” Aquino III, Senators Francis “Kiko” Pangilinan, Francis “Chiz” Escudero, Jose “Jinggoy” Estrada, Lito Lapid, and Jamby Madrigal,

Zubiri said Senator Francis "Chiz" Escudero, in a letter to Enrile, will inhibit from the canvassing, joining Senators Miriam Defensor-Santiago and Jose “Jinggoy” Estrada, who earlier made the same decision.
